E100 Ethanol Gets Legal Road: Centre Amends Motor Vehicles Rules for Flex-Fuel Vehicles

E100 has entered the rulebook. The Ministry of Road Transport and Highways has amended the Central Motor Vehicles Rules 1989 to add E100 alongside E85 in the provisions on emission standards and certification for higher ethanol blends. Gazette notification G.S.R. 911(E) was issued on October 23, 2026. It took effect on publication in the Official Gazette on October 26, 2026. The effect is narrow. E100 now has a certification route, but only for factory-built flex-fuel models.

Until now, this part of the framework spoke mainly of E85. E100 had no clear certification slot even as ethanol policy pushed toward higher blends. The new wording closes that gap. It does not permit E100 for petrol cars at large. It defines a vehicle category that can be tested, approved and registered on that fuel.

For buyers and dealers, that line is practical. Put E100 in a conventional petrol car, or in a model approved only up to E20, and the fuel sits outside the vehicle's certified design. A maker that wants to sell an E100-compatible model must first go through the flex-fuel approval path.
